I can’t figure out how to use the “Exactly” feature in setting the line spacing. What sort of range of numbers do I use? I understand how to use “Multiple” but can’t for the life of me understand “Exactly”

It’s measured in points, just like the font size. So if you have 10-point type and want 2 points between the lines, you’d use exact line spacing of 12 points.
